What's different in Oklahoma
Service Oklahoma's page says a vehicle with an electronic title is sold with its Form 718, Bill of Sale of an Electronic Title, which takes the place of the Oklahoma title and can be downloaded “to print, fill out and notarize.”
Oklahoma law names a second notarized bill of sale in its plate rules: a person who purchases a vehicle whose plates were removed has five calendar days from the date of purchase to operate it without plates, as long as a dated, notarized bill of sale is carried in it. Under 47 O.S. 1107, the assigned certificate of title and the insurance security verification go to Service Oklahoma, or one of its licensed operators, within 30 days from the time of delivery, with a fee of $11.00 plus any motor vehicle excise tax or license fee due. The motor vehicle excise tax is due at the time of the transfer of legal ownership, and the value it is figured on is the actual sales price.
Form 773, Notice of Transfer of Ownership of a Vehicle, is optional, and 47 O.S. 1107.4 says that section “does not impose or establish any civil or criminal liability on the owner of a vehicle who transfers ownership of the vehicle but does not file a written notice of transfer with Service Oklahoma.”
