We couldn't confirm what the North Dakota Department of Transportation accepts as a bill of sale. If that matters for your sale, confirm it with the North Dakota Department of Transportation.

We could not confirm in a North Dakota government source whether a bill of sale is required to transfer a vehicle title, or whether it has to be notarized. That does not mean the answer is no.

Last checked against the sources below on September 30, 2026. Rules can change, so confirm with the North Dakota Department of Transportation before you file.

What's different in North Dakota

The North Dakota Department of Transportation publishes its own Private Party Vehicle Bill of Sale, SFN 62502, and its forms list also carries SFN 2888, the Seller's Certificate and Vehicle Bill of Sale. For the title, section 39-05-17 of the North Dakota Century Code sets a transfer fee of five dollars and gives the transferee thirty days from receiving the title to deliver the endorsed certificate of title to the department and apply for a new one, and section 39-01-01 defines that department as North Dakota's department of transportation. The Department's Application for Certificate of Title and Registration of a Vehicle (SFN 2872) lists other fees, and its list of motor vehicle locations says of several offices, “This office is a title issuing branch. Branch fees will apply for services.” For mileage, the Department's page on what to bring to a motor vehicle appointment lists a Secure Odometer Disclosure for 2011 and newer vehicles under a vehicle purchase and says, “Mileage must be completed by the seller.”

North Dakota's motor vehicle excise tax is set by section 57-40.3-02 of the Century Code at five percent of the purchase price of a motor vehicle purchased or acquired in or outside the state for use on its streets and highways and required to be registered under its laws. The Office of State Tax Commissioner says the sales of licensed motor vehicles are subject to a motor vehicle excise tax “instead of state and local sales taxes,” and the Department's Motor Vehicle Registration Manual says excise tax applies on a North Dakota vehicle purchased from an individual, and lists exemptions. On plates, section 39-04-36 says that when the ownership of a vehicle registered under chapter 39-04, 39-18 or 39-29.2 is transferred or assigned, its registration expires and the transferor shall remove the number plates. The Registration Manual says plate with owner legislation “applies to all vehicles except” the kinds it lists. A blank vehicle bill of sale is on this page as well.
