What's different in Missouri

In Missouri the bill of sale does double duty. Form 1957 is the Department of Revenue's bill of sale, and it is also one of the two forms a private seller can use to report a sale, because a seller must report the sale or transfer within 30 days, either on Form 5049, the Notice of Sale, or on Form 1957. Notarization is narrow rather than general, and the department says the signatures on the back of the title itself do not need to be notarized at all. The buyer's side runs on its own 30-day clock: the vehicle is titled at any Missouri license office within 30 days of the purchase, and what is due there is $8.50 for the title, a $9 processing fee, and state tax of 4.225 percent plus local sales tax on the purchase price, less any trade-in allowance. A title penalty of $25 applies from the 31st day after purchase and grows by $25 for every 30 days late, to at most $200.

Two smaller rules round out a Missouri sale. The seller writes the odometer reading and the date of sale on the title when signing it over, and removes the license plates before the purchaser takes possession of the vehicle, whether they are valid or expired. A blank vehicle bill of sale is on this page as well.
