What's different in Idaho
For a private party sale with no lienholder, the Idaho Transportation Department's vehicle titles page says the titling documents must be filed with a county assessor's motor vehicle office within 30 days of transfer to avoid a $20.00 late-filing penalty. The page lists the $14.00 title fee plus a county title admin fee, and its fee table has other fees, such as an optional rush processing fee. Among the required titling documents, the same page lists an odometer disclosure for vehicles newer than 2010, weighing under 16,000 lbs. The Idaho State Tax Commission's page on private and nondealer motor vehicle sales says sales tax is owed on the total sales price of a motor vehicle bought from an individual unless an exemption applies, and that the county assessor or the Idaho Transportation Department “will collect sales tax when you apply for an Idaho title.”
The department publishes its own Bill of Sale, form ITD 3738, and a Notice of Release of Liability, form ITD 3858. That notice form says, “Remove your vehicle license plates upon sale or transfer! You may transfer the plates through a DMV office to another vehicle you own.”
The department's fee table lists a $3.50 fee for a Release of Liability filing, to be paid by the seller or transferor with the filing of the form. A blank vehicle bill of sale is on this page as well.
