We couldn't confirm what the Department of Highway Safety and Motor Vehicles accepts as a bill of sale. If that matters for your sale, confirm it with the Department of Highway Safety and Motor Vehicles.

We could not confirm in a Florida government source whether a bill of sale is required to transfer a vehicle title, or whether it has to be notarized. That does not mean the answer is no.

Last checked against the sources below on September 27, 2026. Rules can change, so confirm with the Department of Highway Safety and Motor Vehicles before you file.

What's different in Florida

Florida runs two 30-day clocks off the same sale. The buyer's clock is the title: the application for a certificate of title has to be filed within 30 days after the vehicle is delivered, and it is the county tax collector, or a license plate agent the tax collector has approved, who handles the paperwork. The other clock is the notice: Florida law says an owner or co-owner who has made a bona fide sale or transfer of a motor vehicle and has delivered possession thereof to a purchaser shall notify the department within 30 days after the sale or transfer. Tax is tied to the title too: under Fla. Stat. 212.06, no title certificate may be issued unless a receipt evidencing payment of the tax imposed by chapter 212, where it is payable, is filed with the application.

The odometer belongs to the title transfer rather than to a separate errand. When a used vehicle's title is transferred, the seller completes the odometer disclosure statement and the buyer acknowledges it by signing and printing their name, and no title is issued until that has happened. The statute says this does not apply to a vehicle that has a gross vehicle rating of more than 16,000 pounds or to a vehicle that is not self-propelled, and that a vehicle with a model year of 2011 or newer is exempt from odometer disclosure after 20 years, one with a model year of 2010 or older after 10 years. The blank template on this page is the general vehicle bill of sale.
