What's different in Arkansas
One of the Department of Finance and Administration's motor vehicle pages says a title application form can be printed, signed by all of the owners and submitted to the state revenue office with the other required documents, and the Department's fee schedule lists a “Title fee”
of $10.00 among other fees, such as a lien filing fee and a tag transfer fee to another vehicle. For mileage, 4 CAR § 10-104(c)(1) in the Code of Arkansas Rules says that in connection with the transfer of ownership of a motor vehicle, each transferor shall disclose the mileage to the transferee in writing or electronically on the title or on the document being used to reassign the title, and 4 CAR § 10-105 lists motor vehicles whose transferor or lessee need not disclose the vehicle's odometer mileage. The federal rule's own exemptions are on the odometer disclosure statement page. On sales tax, the Department's page on recent changes in the law says no tax will be collected when the total price for the sale of a used motor vehicle, trailer or semitrailer is less than $4,000, and that from $4,000 up to less than $10,000 the reduced state tax rate applies, adding, “Local tax will not be subject to the reduced state tax rate.”
The Department's forms include a Vehicle Bill of Sale / Odometer Disclosure Statement, which carries the number 10-313, and a Notice of Transfer of Ownership of a Motor Vehicle. That notice says the selling or transferring owner “at his option, may provide to the Office of Motor Vehicle notification of the sale or transfer of the motor vehicle”
by completing the notice and delivering it in person or by mail. A blank vehicle bill of sale is on this page as well.
